Can UTL be configured to use certain runways at specific airports?

Example: KSFO - generally uses 28L/R for arrivals and 1L/R for departures. Can this be configured in UTL?

No, UTL just injects traffic. The ATC and how ai is handled is the same from FSX/P3d.

It is possible to force traffic to use specific runways, but it requires special software.

What software is this? I have looked for an AI configuration addon but haven't found anything yet.

Thanks

Airport Design Editor is the most common program, with it you can close particular runways to landing or departing etc.

That would work, except I have the Steam edition of FSX which does not include the full SDK. I don't have the boxed version of FSX which did include it. So, without the compiler ADE won't do me any good.

Seems like there should be some utility out there that will allow AI traffic to be managed on an individual airport/runway basis!
